Experience

 

Present –  Principal and Senior Consultant, The Dodge Company.    

The Dodge Company was formed ten years ago to complete projects of the Lewis Company upon the death of its founder John O. Lewis. Projects included over a million square feet of commercial, office and industrial buildings at the Van Nuys Airport.  Mr. Dodge has re-activated the company to continue serving  the legal community by providing expert forensic construction consulting.  

2/2007 – 8/2008 Senior Consultant, Pete Fowler Construction Services, Inc.     

PFCS, Inc. is a construction contracting, construction management and consulting firm. Specific services include: General Construction Contracting, Construction Management / Owner’s Representative, Construction Cost Estimating, Construction Defect Assessment and Repairs, Construction and Post Construction Inspections, Construction Issue Analysis, Report Development and Repair Recommendations, Testing, Mediation and Expert Witness Testimony.

2003– 2007: Property Management Consultant, CDM Real Estate Services.       

Provided consulting services including creating a property management department and providing property management services to clients of this thirty-year old real estate company.  Assignments included multi - unit residential developments, retail centers, and commercial - industrial projects throughout the Temecula Valley region. Special assignment: valuation of property management companies for possible acquisition.

2001-2003: Senior Consultant, Knudson Engineers and Constructors (KEC).

KEC is a civil engineering firm located in Tustin, California providing expert construction services and defense litigation support. Responsibilities included:  performing property inspections, participating in repair cost estimates, and providing project completion assessments on partially complete projects.

1997 – 2001: Vice President of Operations, The Lewis Company.

Responsible for all design - build and construction operations including architect selection, design supervisions, cost estimating, contract administration, and construction management on all new projects. Contracts valued in excess of $500 million. Specific projects involved commercial and industrial developments including 1 million square feet at Van Nuys Airport. Additional responsibilities included serving as independent adjuster on earthquake damaged properties for various Lewis entities.

1994 – 1997: Independent Insurance Adjuster, Pilot Adjusting Mobile, Alabama.

Assigned to Farmers Group Insurance and State Farm Insurance as an independent adjuster following the Northridge Earthquake. Responsible for generating damage estimates, analyzing policy language and recommending cash settlements. Personal settlement authorization up to $250,000.  

1989 - 1994: Vice President of Operations, Real Estate Task Force (A Lewis Company).

The Real Estate Task Force, a division of the Lewis Company, was formed to provide property and project valuations to the Resolution Trust Corporation (RTC), and to manage foreclosed properties in the Western United States. Directly responsible for accuracy of budgets, cost estimates, schedules, pro-forma estimates, specializing in take over and completion operations on bankrupted projects.

1987 – 1989: Vice President of Operations, Watt Investment Properties.

In charge of design-build operations for the commercial division. Services included: Analyzing pre-acquisition data, assembling design teams, selecting contractors, coordinating construction documentation, managing construction teams, insuring accuracy of budgets and estimates, and delivering lien-free final projects. Projects included mixed-use retail developments, multi-unit residential projects, hotels, resort properties and industrial facilities.               

1983- 1987: President, TOLD Construction Company.

Responsible to the chairman of the board for all aspects of construction on over one hundred buildings. Built one of the largest non-union construction companies in California in 1983. Supervised a staff of twenty office employees and one hundred fifty field persons, including a complete cabinet shop. 

1978-1983: Estimator and Project Manager, Oltmans Construction Co.

Estimating tasks including preparing quality surveys, establishing labor and material costs, and assembling subcontractor bids. Project management duties included assembling final estimates, awarding and managing subcontractors and supervising field operations. Directly accountable for on-time, on-budget delivery.

1976-1978: Staff Architectural Designer, Standard Brands Industries.

Prepared site plans, construction documents, and supervised construction on commercial and retail buildings. Projects included company headquarters in Irvine, California, retail stores in Western States, several warehouse buildings, and numerous distribution centers.

·            Contracting 101- Presented in Los Angeles in 2007 – 2008. A 2 hr. presentation to the clients of Pete Fowler Construction Services.  A 2 hour presentation on the basics of contract administration as it applies to the construction industry.  Presented for 2 hours MCLE credit for Continuing Education of the Bar, California Stat6e Bar Association.    

·            Construction Project Management - Presented on a continuing basis at the University of California at Los Angeles (UCLA) and California State Polytechnic University (Cal Poly). A semester long class in organizing and documenting major construction projects.

·            Structuring Japanese- American Joint Ventures- A Practical Approach - Presented at Los Angeles Times International Real Estate Symposium, Maui- Hawaii 1989. An eight hour presentation on the practical implementation of American/Japanese construction joint ventures.

·            Legal Opportunities in the RTC Foreclosure Process-Presented in 1990. A 4 -Hour presentation at Pepperdine Law School on the hidden opportunities for paralegal personnel and attorneys in the RTC takeover and recovery process.

·            Real Estate and Construction Receiverships-Originally presented to the Inland Empire Bankruptcy Forum 1990. A 2-Hour presentation on guidelines for evaluating and nominating appropriate Court Appointed Receivers in the real estate and construction industries.

·            Ethics in Property Management- An eight hour qualifying course for candidates pursuing the designation of Certified Property Manager (CPM). Presented June, 2007 for the Institute of Real Estate Management (IREM), Inland Empire Chapter.

 

Continuing Education

 

·            Trouble shooting Concrete Construction- San Diego CA. June 2007. An eight hour course in identifying and solving concrete problems in the field presented by the American Concrete Institute (ACI).  Certified for eight hours continuing education by the American Institute of Architects (AIA).
